Dr. Behailu Gebremariam Haile is an Ethiopian academic, education technology specialist, researcher, and higher education leader with more than 15 years of experience in teaching, teacher education, academic administration, educational technology, and institutional development. He currently serves as an Assistant Professor and E-Learning Director at Bonga University, where he contributes to the advancement of digital education, technology-enhanced teaching and learning, and institutional e-learning systems.
Dr. Behailu holds a PhD in Information Science from Jimma University, an MSc in Health Informatics from Addis Ababa University, a BEd in Computer Science and Information Technology from Adama University, and a BA in Management from St. Mary’s University. He also completed the Higher Diploma/Professional Teacher Educator program at Jimma University. His interdisciplinary academic background combines information science, computer science, education, management, and health informatics, enabling him to approach educational and institutional challenges from both technological and organizational perspectives.
His academic career began in teacher education, where he served as a lecturer and later as Head of the Department of ICT at Bonga College of Teachers Education. During this period, he was involved in teaching information technology and educational technology courses, preparing and mentoring pre-service and in-service teachers, supervising student teachers, coordinating departmental academic activities, and supporting the integration of ICT into teacher education. His work in teacher education strengthened his long-standing interest in improving the quality of teaching and learning through effective use of technology.

At Bonga University, Dr. Behailu has undertaken a range of academic and administrative responsibilities. He previously served as Lecturer and Director of the Main Registrar Office, where he contributed to the management of academic records, student information, admissions, examinations, graduation processes, and institutional academic data. He subsequently served as Assistant Professor and Registrar Director, providing academic leadership in registrar services and contributing to the improvement of academic information management and institutional decision-making.
In his current role as E-Learning Director, Dr. Behailu leads and supports institutional digital learning initiatives. His responsibilities include coordinating e-learning activities, supporting academic staff in the development and delivery of online and blended courses, promoting educational technology integration, coordinating professional development for instructors, and strengthening digital learning systems. He has been actively involved in the development and implementation of online courses using Open edX and other digital learning technologies, as well as institutional e-learning guidelines, course development processes, quality assurance, and digital learning capacity-building programs.

Dr. Behailu's professional interests extend beyond technology implementation to the broader transformation of education. His work focuses on digital transformation in higher education, educational technology, e-learning, teacher professional development, instructional improvement, information systems, and the use of data and digital technologies to strengthen educational quality and institutional effectiveness. He is particularly interested in using digital technologies to expand access to quality education and to support evidence-based academic and institutional decision-making.
His research background is interdisciplinary. His doctoral and earlier research explored the application of information science and data-driven approaches to healthcare and chronic disease management. His research has examined data mining and predictive modeling, social media and healthcare, personal healthcare management, digital health communication, and information and knowledge management. His publications include studies on predicting CD4 status among patients receiving antiretroviral therapy, social media use for healthcare, personal healthcare management through social media, and social-media-based interventions for chronic disease management.
Among his published works are research articles in the Journal of Health & Medical Informatics, Universal Journal of Public Health, and the Journal of Information & Knowledge Management. His research demonstrates his broader interest in understanding how information technologies and digital communication can be applied to address practical problems in developing-country contexts.

Dr. Behailu has also contributed to professional capacity development through national-level and institutional training programs. His professional development includes National-Level Training of Trainers in Information Technology, Cisco Certified Network Associate (CCNA) training, English Language Improvement Program (ELIP), Key English Language Training (KELT), educational technology development training under the USAID Basic Education Program, and Macromedia Authorware training for educational content development. These experiences have strengthened his expertise in ICT, networking, digital content development, educational technology, and professional training.
In addition to his academic and professional responsibilities, Dr. Behailu has received institutional recognition for his contribution to higher education. He was awarded a Certificate of Recognition for Outstanding Contribution by the President of Bonga University in 2018/2019.
Dr. Behailu's technical competencies include educational technology development, e-learning systems, database design and management, computer networking, programming, data analysis, and ICT integration in education, with experience using technologies and tools such as Java, C++, SPSS, and Weka.
As an academic and educational technology leader, Dr. Behailu is committed to advancing digital transformation, innovative teaching and learning, research, teacher professional development, and technology-enabled institutional development.
